What a delight, I resolved this issue! My computer skills are very basic, but I did it by myself, here is a complete step-by-step how to:

*1. Simcity 4 on CD/DVD is NOT compatible with Windows 10.
*2. However, in my experience, the team at EA Games' call centre are friendly, well informed and endlessly patient. Irrelevant of the date of purchase, they consider us valued customers - provided we purchased the game, naturally.
*3. First, if you had installed it already, uninstall the (non functioning) game. Right click the Windows 10 start button, select 'Control Panel', select 'Uninstall programs' or 'Programs and Features'. Scroll down to 'Simcity 4', right click on it, select 'Uninstall'. Follow the prompts.
*4. Next, visit this site: 'https://www.origin.com/create'. There are three things you need to do here:
**a. Follow the steps onsite and create an Origin account, using your email address. This is free of charge. Note that the URL might change according to your location on the planet. It might be anything including 'Origin..', 'EA..' etc.
**b. Find the helpline telephone number for your region - click on 'Help', or search for it on Google, or find it on the reverse of your game package.
**c. Install the Origin App from this site on to your PC. If you don't know how, skip this step, you can ask the helpdesk operator for instructions.
*5. Call the helpline number, select option for 'Other games'. Give the operator a brief explanation of the issue, state your email address (the same one you used in step 1.), ask to register a case number, and request that it be sent to your email. End this call.
*6. The email will show a case number, and also contact options according to your location on the planet. This call centre might be different to the one you phoned. Note the case number.
*7. Before you contact the helpline, use your mobile phone to snap ONE photograph showing the game disc, the game manual, the front of the game packaging, and a slip of paper on which you jot down - your full name, the date and approximate local time, and the case number, and your John Hancock. Send this image to your PC, either by email, bluetooth, USB cable etc.

*8. Select one of the contact methods offered in the email. The operator will tell you how to send the photograph you had prepared to them. NB: If you are tech challenged, keep calm, breath, and be assure that these people are patient. They deal mostly with our kind of tech-idiot, so take your time!
